Rules for airfare transparency go into effect next month:


Starting January 26, new rules will require airlines and other ticket sellers to disclose all fees associated with the price of a ticket upfront, so that you know what the final cost of your ticket will be at the beginning, not the end, of your transaction.



The rules also require that all fees and taxes be included in advertising.



These regulations were originally supposed to go into effect along with other rules earlier this year, but were delayed because airlines said they would need more time to comply.



The Department of Transportation began implementing air passenger protections last January. Other provisions that went into effect in August limited tarmac waits and required compensation (in certain scenarios) for passengers bumped from oversold flights, among other measures.



According to CNN, Southwest Airlines, Allegiant Air and Spirit Airlines have all filed legal appeals to have the rule regarding transparent airfare overturned in the U.S. Court of Appeals in the D.C. circuit. The airlines say that the rule violates commercial free speech rights.



Other provisions to take effect next month include requirements that airlines:

  • Promptly notify passengers if a flight is cancelled or delayed by more than 30 minutes. Notification could include cell phone alerts, website updates, or an announcement at the check-in counter.

  • Let customers cancel reservations without penalty for at least 24 hours if they are made at least one week before the scheduled flight.

  • Apply the same baggage fees and allowances throughout a trip, and disclose baggage fees specifically when booking and during e-ticket confirmation.

  • Not raise a fare after a ticket has been bought, unless due to increased government taxes and fees.

We were pretty impressed with the redesigned-for-2012 Hyundai Accent GLS sedan we tested. It proved to be a substantial improvement over the model it replaced. Now we bought a second Accent to test, this time a well-equipped SE hatchback with a manual transmission.



Its $16,695 sticker price includes a lot of content-full power accessories, iPod control, keyless entry, alloy wheels, Bluetooth, even a trip computer. Other than the lack of an outside temperature display, this Accent really doesn’t want for anything. Several early logbook comments from our staff say that they could happily live with this inexpensive car. (That said, the roomier Hyundai Elantra GLS stickers at only $17,205 with a manual -and at that price, all you give up are the Accent SE’s alloy wheels.)



Like several other Hyundais, the Accent SE claims 40 mpg on the highway. Hyundai’s come under fire in some quarters, particularly from Elantra owners, for having optimistic EPA fuel economy estimates. We’ll be curious to see how this Accent stacks up in our formal tests, but so far, it’s not too hard to eke over 40 mpg out of the car on the highway. The six-speed manual transmission certainly seems to help. The Accent shares its 1.6-liter direct-injected four-cylinder with the funky Veloster sports car.



Small stick-shift hatchbacks like these may be sold as gas-sippers, but they often provide cheap fun as an unexpected bonus. Cars like the Ford Fiesta SES and Honda Fit Sport hatchback that we’ve tested prove to be both practical and entertaining. We’ll see how this Accent SE compares when we fully test it.

Olympus has announced a weather-sealed 12-50mm F3.5-6.3 motor zoom lens with macro capabilities. The M.ZUIKO DIGITAL ED 12-50mm F3.5-6.3 EZ covers the 24-100mm equivalent range and is optimized for video capture. It offers multi-speed powered zooming with a manual zoom option. It also has an AF-hold button (marked as L-Fn) that suspends AF to avoid re-focusing on the wrong object. It is the first Micro Four Thirds lens to feature the same level of sealing as the company's high-end SHG lenses for Four Thirds DSLRs.

Apple US App Store has selected two photographic apps, Instagram and Snapseed, as its Apps of the Year for iPhone and iPad. The choices, which appear to be region-dependent, are part of its 'Rewind 2011' annual roundup. The free image processing and sharing app has been selected as iPhone App of the Year, while more detailed processing suite Snapseed ($4.99/£2.99/€3.99) was awarded the title for iPad apps. Meanwhile the CEO of Instgram's publisher, Burbn, is reported as saying development of the app for Android is underway.

Tamron has announced the 18-200mm F/3.5-6.3 Di III VC superzoom for the E-mount used on Sony's NEX cameras. The lens, which comes in two colors, makes it the first third-party manufacturer to offer an autofocus lens for any mirrorless camera system. Unlike the existing, DSLR version, the E-mount lens uses a stepping motor designed specifically for working with contrast-detection AF. The lens offers an image-stabilized 27-300mm equivalent field-of-view on the NEX and comes as an alternative to the Sony 18-200mm. Sales will start in Japan on December 15th.

Panasonic has released its promised firmware update for the DMC-GH2, enabling 24Mbps video to be captured at 1080p30 (25p for European units). Firmware also makes a number of other changes including the option to deactivate the touch screen control (which we suspect videographers in particular will welcome). The download is available now from the company's website.

Fujifilm has said it will attempt to address the problem of X10 images showing 'white discs' with a firmware update in response to customer concerns. The company statement comes in response to our enquiries about the problem, and confirms the phenomenon is caused by sensor 'blooming.' It claims the camera is working within prescribed tolerances and that the problem is not uncommon in other cameras but says that it plans updated firmware to 'lessen the effects' of the blooming. We have prepared a quick test of the issue (which we will cover in greater depth in the full review), showing the effects of Fujifilm's suggested ways of mitigating the issue.

Nikon has taken the unusual step of updating the firmware of its discontinued CoolPix P7000 enthusiast compact. Firmware v1.2 offers a broad selection of improvements and bug fixes, ranging from improved AF targeting to the correction of an error that meant the color temperature scale was reversed when correcting White Balance during in-camera Raw processing. The updated firmware can be downloaded from Nikon's websites.

Leica has announced a firmware update for its M9 and M9-P full-frame digital rangefinders. Firmware v1.176 addresses what the company says is a rare fault that can occur when formatting some SanDisk memory cards. It says it has tested 'all types' of SanDisk card and that the latest firmware guarantees their proper function.

Nikon has re-started limited production of DSLRs, following the flooding of its Thai factory, but does not expect to reach full production volumes again until March 2012. 'Alternative and limited production at our partner factories in Thailand has started earlier than expected,' a company statement says: 'we have started shipment of certain digital SLR camera and interchangeable lenses since November 30th.' The company also says the industrial park in which its main factory is based has now been pumped-out, allowing its preparation for resuming production. Nikon still estimates its lost sales at ¥65bn (around $840m).

On January 6th, 2012 Nikon will have a major announcement. Expect the Nikon D4 and one new lens (probably AF-S 85mm f/1.8G). Friday is an unusual date for Nikon to introduce new products, but my understanding is that there will be press events scheduled in Las Vegas during the weekend before the PMA show that starts on January 10, 2012.

Kia has introduced Korea’s first electric vehicle, the new Kia Ray EV – a zero-emissions city car with a range of up to 86 miles on a single charge.


For supply exclusively to the domestic Korean market, the Kia Ray EV is a close relative of Kia’s 1.0-liter gasoline powered Ray CUV, which went on sale last month. It shares that model’s major dimensions and, in a global first for an EV manufacturer, can share the production line with conventional combustion-engine cars.


The front-wheel drive Ray EV is powered by a 50kW electric motor and a high-capacity 16.4 kWh lithium ion polymer battery pack that is engineered for a 10-year life cycle and is packaged under the rear seat and cabin floor.


Although the Ray EV weighs 412 lbs. more than the gasoline model, the electric motor’s generous torque – 123 lb.-ft. (a 77% increase) – ensures responsive performance. The EV’s acceleration is brisker than the gasoline models (0 to 62 mph in 15.9 seconds), while top speed is 81 mph. Recharging times are six hours using a 220 volt household supply and takes just 25 minutes in fast-charge mode.


The Ray EV’s automatic transmission offers the driver a choice of two modes while in ‘D’ drive. ‘E’ (or ‘eco’) mode optimizes the delivery of the motor’s torque to achieve minimum battery consumption and maximum driving range. ‘B’ (or ‘brake’) mode can be selected when driving downhill to maximize braking power.

Bearing the same exterior styling as its gasoline cousin, the Kia Ray EV has four small distinguishing points. A flap in the front radiator grille covers an electricity inlet for a 220 volt supply for the slow recharge mode, another inlet (for the fast recharge mode) is fitted in the same location as the fuel flap of the regular models, special decals on each front door proclaim the ‘Zero Emissions EV’ message and super-smooth 14-inch alloy wheels improve aerodynamic performance by minimizing drag.


Inside, the Ray EV features a unique instrument cluster, displaying electric motor operation, battery status and distance to recharge. It is also equipped with the first-ever EV-specific navigation system that features a seven-inch screen and provides crucial information for EV drivers such as the nearest locations of the slow/fast recharging stations. The display shows a circular shaped area in which the model can travel with its current level of battery power, so that drivers can see which destinations are reachable without a recharge.


Currently there are 500 slow/fast recharge stations in Korea, and the government plans to increase that figure to 3,100 stations by the end of 2012.


Kia claims the Ray EV embodies numerous innovations. The electric motor achieves 93% efficiency, which is the best in its segment. The lithium ion polymer battery’s cell is optimized and highly integrated, which has enabled its weight to be reduced by 13% and its energy density to be increased by 15% compared to competitors’ systems.


The on-board charger, current inverter, high-low voltage converter and EV-specific VCU (vehicle control unit) each features advances over previous equipment.

Ray EV is also equipped with a new type of regenerative braking system featuring an Active Hydraulic Booster that utilizes the electric motor, instead of the gasoline engine in the regular model, to create hydraulic pressure for the brake system. The result is consistent brake pedal force throughout a wide variety of driving conditions and the ability to harvest excess energy and use it to recharge the car’s battery.


Unlike regular gasoline vehicles, Ray EV generates no engine noise, which can be a potential problem with pedestrians being unaware of the approaching car. To prevent accidents, Kia has fitted Ray EV with a VESS (Virtual Engine Sound System). When driven at speeds below 12 mph this delivers a mixture of recorded gasoline engine noises, which are also emitted whenever the car is reversing.


Japan and the USA are already considering the introduction of a legal requirement for EVs to have a virtual engine sound, and Kia has taken the first step to commercialize this system in order to anticipate the global industry’s trend.


The Ray EV is equipped with six air-bags, and electronic stability features – VDC (Vehicle Dynamics Control) and HAC (Hill Assist Control, to prevent roll-back) – as standard.


During 2012, Kia is planning to manufacture 2,500 units of the Ray EV, which will be provided to government departments and public offices as part of Kia’s long-term real-world research and development program to provide environmentally friendly transport to Kia customers around the world during the next decade.
